Transparent Congress
Transparent Congress is a platform created by young Guatemalans. In 2014, civil society organizations devised this innovation in order to open up parliamentary activity, promote citizen participation, and strengthen democratic institutions. Through an open source platform, Transparent Congress presents information generating points of debate for the topics discussed in Congress. One of its guidelines is the inclusion of traditionally displaced populations, particularly indigenous peoples.
Institutional design
Formalization: is the innovation embedded in the constitution or legislation, in an administrative act, or not formalized at all?
Frequency: how often does the innovation take place: only once, sporadically, or is it permanent or regular?
Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?
