Youth Participatory Budget (Face-to-Face)
The Youth Participatory Budget is a process that is promoted in several municipalities as a differentiated mechanism to focus on the deliberation of young people regarding local issues and their specific proposals to address them. There are different variants in each municipality in which it is implemented, however, in general these processes consist of an assembly stage for the identification of problems and a voting stage on proposals to improve them. In some cases it is a thematic experience, integrated into the Participatory Budget of the city, or a territorial experience, based on regional youth forums or forums for debate in schools. The participants' ages vary between 13 and 30 years.
Institutional design
Formalization: is the innovation embedded in the constitution or legislation, in an administrative act, or not formalized at all?
Frequency: how often does the innovation take place: only once, sporadically, or is it permanent or regular?
Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?
Type of participants: those who participate are individual citizens, civil society organizations, private stakeholders or a combination of those?
Decisiveness: does the innovation takes binding, non-binding or no decision at all?
Co-governance: is there involvement of the government in the process or not?
