Participatory District Councils
The Participatory District Councils are part of the Participatory Budgeting process of the city of Rosario. After an Assembly in which local delegates are elected and the favorite proposals of those present are postulated and voted on, district representatives meet in commissions, together with a representative of the Participatory Budget of each district and a technical secretary. Next, the Participative Councils have the function of converting the proposals formulated by the neighbors into viable projects. There are six councils for each of the six districts of the city. They meet in three Commissions: the commission of social projects, which covers subjects that are in charge of the Secretariats of Culture, Social Promotion, Public Health, Government and General; the commission of urban projects, which covers subjects that are the responsibility of the Secretariats of Public Services, Public Works, Planning and General; and, Citizen Participation, which deals with issues of regulation and processes.

Type of participants: those who participate are individual citizens, civil society organizations, private stakeholders or a combination of those?
Decisiveness: does the innovation takes binding, non-binding or no decision at all?
