Popular Initiative (CABA)
The Popular Initiative is a mechanism that enables citizens to submit draft bills. To do this, promoters must accompany the text of the project they wish to promote with the support expressed by the signatures of 1.5% of the last electoral roll of the Autonomous City of Buenos Aires. There are, however, some matters that are exempt from the Popular Initiative: Projects cannot refer to the reform of the Constitution of the City, International Treaties, Taxes nor Budgets. Once the project is submitted, the Legislature should sanction or reject the initiative within twelve months. If a signature of more than 15% has been obtained, after that term has elapsed without a response from the Legislature, the Head of Government of the city must call a binding and mandatory Referendum.
