Regional Development Councils

The Regional Development Councils are spaces for dialogue and negotiation between the central government, civil society, local governments, and the cooperating community. They aim to analyze and formulate well-articulated proposals that facilitate a more effective and transparent public management in the corresponding region. They are in charge of conducting regional planning processes and are affiliated to the Council of the National Plan. In the region where they are established, they complement the mechanisms of citizen participation, communicating regional problems and proposals to the Council of the National Plan, the National Council of Competitiveness and Innovation, and the Secretary of State in the Office of the Presidency. The Councils are comprised of representatives of the citizens in the region, non-governmental organizations with a presence in the area, local governments, organizations related to the issues at hand, and by observers representing international institutions that execute programs and projects according to regional needs.

Type of participants: those who participate are individual citizens, civil society organizations, private stakeholders or a combination of those?

Decisiveness: does the innovation takes binding, non-binding or no decision at all?
