Plebiscite (second level)
The plebiscite is the instrument through which the Head of Government of Mexico City puts forth for consideration by the citizens acts or decisions of government important for public life. The objective is to probe the approval or rejection of the population before deciding to implement such actions. The organization corresponds to the Local Electoral Institute. In 2002, a vote was called for or against the construction of a second level to the Periférico (a major highway) in Mexico City.
Institutional design
