Consultations for the Enhanced Strategy for Economic Growth and Poverty Reduction
The Enhanced Strategy for Economic Growth and Poverty Reduction (span. ERCERP) is a strategic plan of action that the Nicaraguan government presented to the International Monetary Fund (IMF) and the World Bank (WB) to have the country considered for inclusion within the Initiative For Highly Indebted Poor Countries (also known as HIPC). To develop this Strategy, the Nicaraguan government first prepared a document, which was discussed with the National Council for Social Economic Planning (span. CONPES). Later, between December 2000 and April 2001, local consultations were held with citizens, civil society organizations, and the private sector in the seven departments and two autonomous regions. Additionally, 16 focus groups were organized in areas of rural and urban poverty. Comments were also received from representatives of the United Nations Program to Development (UNDP), the European Union (EU),the Food and Agriculture Organization of the United Nations ation (FAO), the Central American Bank for Economic Integration (CABEI) and several other international cooperation agencies. These contributions were incorporated through corrections and reformulations to the original Strategy.
