The Public Consultation on acts of public administration is the act through which the authorities make available to the general public basic information on specific topic and solicit opinions, proposals or suggestions from citizens and social organizations.

Formalization: is the innovation embedded in the constitution or legislation, in an administrative act, or not formalized at all?
Frequency: how often does the innovation take place: only once, sporadically, or is it permanent or regular?
