Dialogue for the integral transformation of the educational system

The dialogue for the integral transformation of the educational system was a deliberative process that took place in several regions of Panama in 2002. The deliberative tables were organized by the Ministry of Education of Panama, with technical support from the United Nations Program for the Development (UNDP). Citizens, teachers, civic and religious groups, and youth participated in the process. The forums were organized around various thematic tables, for example, administration and investment in education, philosophy and quality of education and profile, training, and performance of the educators. The deliberative tables generated knowledge about the educational reality in the different regions of the country and built consensus that translated into recommendations for the reform of the educational system. Among these consensuses are the progressive decentralization of the educational system, the establishment of educational and evaluation standards, the professionalization of teaching and the incorporation of technological tools. The recommendations that resulted from the Dialogue were taken into account by the Law of Educational Decentralization and 3 presidential candidates promised to include them in their agenda.
