Municipal public hearings
Public Hearings are one of the modalities of citizen participation in the Administrative Decisions of the government of Panama. Like Public Consultations, its purpose is to receive suggestions, opinions or proposals from citizens. In the case of municipal hearings, they are convened by the City Hall of Panama in local newspapers and its organization is in charge of the Directorate of Transparency and Participation. In public municipal public hearings, citizens debate and decide, through direct vote, on projects concerning infrastructure, acquisition of construction equipment by the municipality, environmental projects, budget allocation, etc.

Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?

Decisiveness: does the innovation takes binding, non-binding or no decision at all?
Co-governance: is there involvement of the government in the process or not?
