Escabinos of the National Mechanism for the Prevention of Torture
The "Escabinos", a jury of lay people, was part of the law creating the National Mechanism for the Prevention of Torture, as a way to guarantee citizen participation in this public institution. It aims to prevent situations that may lead to torture or inhuman treatment. The Escabinos are citizens called on for their suitability for different areas of intervention enshrined in the mechanism. They have a voice and vote in the deliberations of the National Commission ? the entity in charge of planning and budgeting the Mechanism ? and can also develop other functions of the Mechanism; everything is done on a voluntary basis. The Escabinos come from different parts of the country and receive training for the exercise of their functions. These functions can consist of collaborating in the preparation of the institution's planning and budget, participation in ethical trials, preparation of recommendations, and even in monitoring visits to closure centers, among others.
