National Social Security Dialogue (DNSS)

The National Social Security Dialogue (DNSS) was carried out for the first time in 2007-2008, and a second stage was carried out in 2010-2013. It was organized by the Social Security Sectorial Commission (CSSS), directed by the Office of Planning and Budget (OPP) of the Presidency, and supported by the University of the Republic, the United Nations Office in Uruguay, the International Labor Organization, the World Bank and the Spanish Cooperation Agency (AECID). In both stages there was a wide participation of State institutions, Ministries, Legislative, Judicial and Executive branches. There was also participation of social stakeholders from the business sector and workers' and retirees' organizations. Furthermore, in both stages the work was divided into thematic panels containing a plenary and executive commissions. The first, to raise and discuss ideas, and the second, to set concrete agreements. In the second stage of the social dialogue, not all panels were finalized. But from the two panels which led to bill or reforms drafts for specific legislation, for instance, two new Laws have been passed on their subject, which were supported by the documentation of deliberations from this Dialogue (Reform of Unemployment Insurance Law No. 18399, and the Law on Flexibility of Retirement No. 18395).
