Young Participatory Budget
The department of Paysandú has carried out a Participatory Budget (PP) since 2005, and in 2008 a special budgeting process for young people was conducted for the first time. This version essentially follows the same principles of participatory budgeting, but this time, projects can only be proposed by the young people between 14 and 25 years old. After the selection of the feasible projects, a vote by all the citizens is called to decide on the project to be implemented. This modality seeks to support existing youth organizations as well as to include new groups of young people in political life.
Institutional design

Frequency: how often does the innovation take place: only once, sporadically, or is it permanent or regular?
Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?

Decisiveness: does the innovation takes binding, non-binding or no decision at all?
