Endogenous Development Centers
The Endogenous Development Centers are self-managed entities dependent on the financing of a development program run by the company Petróleos de Venezuela. They consist of representative bodies in which members of a community can organize themselves to obtain state funding for an economic activity. It seeks to ensure that the community is organized at the local level and itself executes the management of unused resources in all sectors: agriculture, tourism or infrastructure.
Institutional design
Formalization: is the innovation embedded in the constitution or legislation, in an administrative act, or not formalized at all?

Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?

Decisiveness: does the innovation takes binding, non-binding or no decision at all?
Co-governance: is there involvement of the government in the process or not?
