Municipal Constituent Assembly of Torres
The Municipal Constituent Assembly of Torres was convened by the Mayor?s office of this Municipality on February 28, 2005 in order to prepare the Framework of the Ordinance of the General Bolivarian Municipality of Pedro León Torres Division. To this end, the Mayor?s office called on the local territorial units to form boards and working groups, who elected their representatives (spokespeople) to participate in the Constituent Assembly together with the members of the Municipal Council. This Assembly worked on a Draft Bill prepared by the Mayor?s office, eliminating, modifying and including text and articulation. Finally, the Ordinance was approved on June 19, 2005. This case was the first in Venezuela to implement the format of a Municipal Constituent Assembly with citizen participation for the elaboration and approval of a Framework Ordinance.
