Transformation Agents

The "Transformation Agents" project was a training exercise and data collection event conducted by two research institutes with the support of the Secretariat of Urbanism of Rio de Janeiro. In this project, an app developed by the TIM Institute was used by young scholars from 40 pacified communities in Rio to carry out a large-scale statistical survey of living conditions, family, education, work, time use and youth connectivity in these territories. Through repeated surveys in the years 2013, 2014, 2015 and 2016 a database was generated with specific information about these communities, generating official data and identifying problems that serve as input for future public policies. At the same time, the experience allowed the training and inclusion of young people in the use of Information and Communications Technology (ICTs) for field work, which in turn ensured the accuracy and completeness of the data obtained, since the neighbors were open and willing to answer the questionnaires when they were conducted by the young people belonging to the communities themselves.

Formalization: is the innovation embedded in the constitution or legislation, in an administrative act, or not formalized at all?

Frequency: how often does the innovation take place: only once, sporadically, or is it permanent or regular?

Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?

Type of participants: those who participate are individual citizens, civil society organizations, private stakeholders or a combination of those?

Decisiveness: does the innovation takes binding, non-binding or no decision at all?
