Public Consultations in the Legislature of Minas Gerais

Public Consultations are a digital participation mechanism proposed by the Legislative Assembly of the state of Minas Gerais, through which citizens can participate directly in the debate on the drafting of legislation and regulations. The Assembly decides which projects to submit for consultation. Once a project is online and open for consultation, the Assembly website provides citizens with basic documentation to understand the reasons for the project. Citizens who decide to participate must register on the platform, from which they can comment directly on the text or propose different or new items to be considered in the draft bill. Some projects submitted to this modality have been: The Multi-year Government Action Plan (PPAG 2021), the State Technical Forums in Education and Culture (2016), or the Political Reform (2011).

Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?

Type of participants: those who participate are individual citizens, civil society organizations, private stakeholders or a combination of those?

Decisiveness: does the innovation takes binding, non-binding or no decision at all?
