District Council for Carnival
The District Council for Carnival is part of the Artistic Areas Councils, which were created from the Arts and Culture Councils, in each of the artistic and cultural manifestations, in this case the area of the carnival, which are cultivated at the district level. These Artistic Area Councils are a setting for participation, dialogue and coordination between government representatives, representatives of the creation and promotion of the carnival, representatives of training and research and associations, organizations, groups and companies in the area of the carnival, to advise on the policies, plans and programs of the issues that affect them. Initially the Arts and Culture Councils were created at the national level with the General Culture Law, and later in 2008 a paragraph was added to this Act indicating that the Governments and the Districts could create Departmental and District Councils for Arts and Culture, in each of the artistic and cultural manifestations. From this, different Governments, Districts and also Municipalities have created different Artistic Areas Councils. However, in the area of Carnival, its creation has only been found so far in the city of Barranquilla, with a District Act of 2011 that indicates the conformation and general functions of the Artistic Areas Councils created in this city.
