Participatory Budget of Pasto

The Participatory Budget of Pasto, also known as Cabildo, is a space that began in 1996, in which citizens of all social, trade, academic and cultural sectors can participate in interacting with the Local Government to define both the investment projects and the allocation of the necessary resources in order to fulfill them. Likewise, they can influence the process through their participation in the formulation of Pasto?s Development Plan. The process is carried out by means of three phases: the precabildos in which the necessary information is presented and the rules and conditions of the process are established; the cabildos in which the projects presented are qualified and prioritized; the assembly of citizen spokespersons for the adoption of the Draft Investment Budget; and the adoption by the City Council of the General Budget of the Municipality of Pasto. Because there are no specific regulations for the development of this process in the city of Pasto, in each period mayors have carried it out in their own way and that is why in some cases there are nonconformities. However, it is noteworthy that despite this, participatory budgets have been continued over the years, through a wide participation of citizens.
