Popular District Consultation
The Popular District Consultation is the mechanism by which the District Councils, with the approval of the respective Municipal Council, submit a matter to the citizens in order to obtain their opinion. The popular consultations at the district level are carried out in strict compliance with the norms established for the consultations at the cantonal scale, unless the consultation is under the charge of the District Council and not the Municipal Council.

Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?

Decisiveness: does the innovation takes binding, non-binding or no decision at all?
Co-governance: is there involvement of the government in the process or not?
