Municipal Development Plan
The Municipal Development Plan is a medium-term planning tool for the urban, economic, social, cultural and environmental development of Costa Rica?s cantons, which constitutes the frame of reference for the formulation of the annual Operational Plans of the municipality. This plan is the basis of the government's operational program and must be developed in a participatory and consultative manner with different social sectors, so that the needs and proposals of the population are included in these plans. It incorporates the diversity of needs and interests of the population to promote equality and gender equity. Also, along with the Annual Operational Plan, the Municipal Development Plan is the basis of the municipal budget process. It is elaborated by the mayor's office, based on its government program and is approved by the Municipal Council.
