Regularization Program of the Land Registry
The Regularization Program of the Land Registry has been carried out since 2000 with the support of the Inter-American Development Bank (IDB) in order to meet the goal set by the Costa Rican government to modernize its land registry system. At that time, it was estimated that 40% of the total of 1 600 000 mappings of individual land holdings in the country were inaccurate and did not correspond to official legal records. These complications have hampered the country's efforts to attract foreign investment and have specifically been an impediment for foreign retirees wishing to settle in the country. This project incorporated different instances of community participation for its preparation and implementation stages, incorporating in them a gender perspective. By the end of 2011, the titles of 70% of the country's property had been verified and updated.
