Consultative Council for Adults and Seniors

The Consultative Council for Adults and Seniors arises from the creation of the National Councils for Equality, through the constitutional reform that extends the institutional capacities to analyze and propose joint solutions in the framework of dialogue and democracy. As of 2017, Ecuador had 134 advisory councils for adults and seniors oriented towards the enrichment of the public administration and decision-making at the levels of government from the advice and consultation of the subjects of law, both from civil society and general citizens, on the public affairs of their interest. The appointment of civil society representatives is independently carried out through an election process in local assemblies in each locality according to the periods established by the Cantonal Council for the Protection of Rights, with the technical support of the National Council for Intergenerational Equality. The purpose of this body is to develop national, local and sectorial plans and policies between governments and citizens, as well as improve the quality of public investment, define development agendas, develop participatory budgets of governments and to strengthen democracy in general.
