Comprehensive Solid Waste Management Program in Loja

The Comprehensive Solid Waste Management Program in Loja has been an initiative promoted by the Municipality of Loja, with the support of the Embassy of the Kingdom of the Netherlands, the German Development Service (DED) and the Association of the Municipalities of Ecuador (AME), which was framed in the ?Action Plan for Loja in the 21st Century? and whose objectives were to promote environmental awareness among citizens, create jobs and improve the working conditions of disadvantaged people. The project had various phases. Thus, to improve the income and working conditions of urban recyclers, a centralized recycling plant was built where people could work in hygienic conditions, established within a controlled landfill. The project had a first pilot phase with about 3000 participants, who began to implement the program of selective waste collection, which then spread to 80% of the city. Once deposited in the composting plant, biodegradable waste produces organic fertilizer that is sold to local and regional farmers, to the population of Loja or used in municipal parks and gardens. The non-biodegradable wastes are then taken to the recycling plant where all recoverable material is sorted, processed and sold to the industries. The remainder is deposited in the landfill. Among the results achieved by this initiative was an improvement in the quality of life of the local population via generation of a hygienic environment through the elimination of uncontrolled landfills and the introduction of an efficient trash collection system.
