Participatory Strategic Plan for El Pan

The Participatory Strategic Plan for El Pan Canton was an initiative that took place between 1998 and 2000 with the purpose of promoting the decentralization of local administration and transferring its scope to community organizations. The project was promoted by the International Union of Local Authorities (IULA), together with the Municipality of El Pan Canton, the University of Azuay UDA and the Ecuadorian Populorum Progressio Fund (Span. FEPP). The initiative has been implemented based on social concentration, which has facilitated a high level of involvement by citizens, as well as their incorporation into the decision-making process and the realization of this project. This model of joint management between the Municipality of El Pan Canton and the resident population emerged from the need to face the problems faced by the region, which included poverty, malnutrition, unemployment, illiteracy, violence and corruption, among others. Among the results obtained, we highlight the improvement in the living conditions of the population, improvements in coordination among local actors, improvement of institutional capacity and positive changes in the decision-making process.
