Transparent Municipalities and Mobile Government

Transparent Municipalities and Mobile Government is an initiative promoted by the FARO Group NGO with the purpose of strengthening transparency, citizen action and institutional capacity in municipalities. This initiative was carried out through a mobile government tool that consisted of a massive and economic communication system through which information was punctually provided to citizens, in terms of budgetary management, municipal projects and government activities with direct impact on the daily life of the inhabitants. All this is possible through the use of cell phones. The initiative began in 2008 in the Municipality of Manabí and in 2010 involved five cantons: Ibarra, Orellana, Isabela, Sigsig and Azogues. On the other hand, during the years 2011 and 2012 the initiative incorporated the possibility of the citizenry to interact directly with the municipality. An example of this occurred in the Municipality of Ibarra where the neighbors came to have a system of community alarms that allowed them to contact and receive a response from the authorities in case of insecurity. Available sources indicate that the initiative provided greater access to public information, while helping to reduce administrative costs, as well as fostering greater transparency and accountability. Likewise, in terms of safety, an improvement in such indices is mentioned.
