The National Dialogue on HIV and Human Rights was carried out in 2012 in El Salvador by the United Nations Development Program (UNDP) and the Office of the Human Rights Ombudsman. This dialogue also took place in other Latin American countries following a standardized methodology created by UNDP. First, a call for applications was made through which 50 applications from civil society were received with concrete cases of human rights violations; good practices and recommendations on human rights and people living with HIV; discrimination; sex work; police abuse; access to health care; gender identity, among other issues. These applications were discussed in plenary sessions with technical support to develop concrete proposals. The event culminated in an open meeting that was attended by the public sector and civil society organizations. The purpose of this participatory session was to reach a consensus on concrete actions that favor adequate legal environments for the protection and promotion of the rights of people with HIV, as well as enforcement and sanctioning mechanisms.
