Initiative for the Transparency of Extractive Industries in Honduras
The Initiative for the Transparency of Extractive Industries in Honduras (EITI) is a transnational project to which Honduras adheres -as of 2013- and through which it creates a tripartite organization, made up of the government, the private sector and civil society, in order to make more transparent the state's actions and to explore and exploit the natural resources in a sustainable way. This initiative arises from the need to reduce public spending and increase revenue. By 2016, the implementation of the EITI had shown many shortcomings that limited its effectiveness as a transparency mechanism. Many of them emerged from the voluntary nature of the advertising - or not - of information. It was also evidenced that only an active social participation, including the communities affected by the extractive projects, would guarantee that the initiative does not end up being a mechanism to legitimize the extractive companies' actions.
Institutional design
Formalization: is the innovation embedded in the constitution or legislation, in an administrative act, or not formalized at all?
Frequency: how often does the innovation take place: only once, sporadically, or is it permanent or regular?
Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?
Type of participants: those who participate are individual citizens, civil society organizations, private stakeholders or a combination of those?
Decisiveness: does the innovation takes binding, non-binding or no decision at all?
Co-governance: is there involvement of the government in the process or not?
